Memoranda of Understanding (MoU) are an important instrument of cooperation between the IRU and governments of Euro-Asian region, international and regional economic organisations. MoUs primarily define key areas and methods of cooperation between Parties and set up a legal framework for building up an efficient market for international road transport services, integration of national transport into the world transport system and serving the interests of national governments and road transport operators in the public-private partnership format.
Since November 2008 Memoranda have been signed with 9 states of the Central Asia, South Caucasus and Eastern Europe. A MoU with the Ministry of Transport and Communications of the Republic of Armenia is to be signed the next 14 June in Yerevan. In 2010 alone MoUs were signed with five national governments (Azerbaijan, Ukraine, Georgia, Moldova, Afghanistan). Thus, as of now practically all the countries located in the area of responsibility of the IRU Permanent Delegation to Eurasia have signed MoUs – from Ukraine and Moldova in the east of Europe to Kyrgyzstan and Kazakhstan at the Chinese border. Once MoU is signed with Armenia - Turkmenistan, Russia, Belarus and China would remain the only countries without MoU (MoU signing is currently under negotiation with these countries).
A model action plan for MoU implementation has also been developed by the IRU Permanent Delegation to Eurasia. At present individual MoU-specific action plans are to be developed to include specific dates of tripartite consultations and expected outcomes of the MoU implementation.
