BLACK SEA RING HIGHWAY CARAVAN

The Black Sea Ring Highway Caravan by road will start in Belgrade on the occasion of the meeting of the Black Sea Economic Cooperation Organisation (BSEC) Council of Ministers of Foreign Affairs on 19 April 2007 and arrive in Istanbul, where the BSEC Headquarters are located, on 29 May. The journey could be followed at  http://www.iru.org/http://www.bsec-organization.org/http://www.bsec-urta.org/  and  www.BlackSeaCaravan.org

Purpose of the Project

Governments of Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and Ukraine are members of the BSEC Organisation, which considers road transport facilitation as a priority in the recent years.

According to the BSEC MoU on the Facilitation of Road Transport of Goods which entered into force on 20 July 2006, the signatory governments undertake to facilitate road transport by gradual liberalisation of the road transport market, simplification of procedures, harmonisation of charges and facilitation of professional driver visas. In this context, the signatory governments set up a Steering Committee for implementation of this MoU, which held its first meeting in Istanbul on 21 March 2007.

Now, the BSEC governments sign another BSEC MoU on Coordinated Development of the Black Sea Ringh Highway, in Belgrade on 19 April 2007.

Initiated by the BSEC Secretary General, supported by the BSEC governments and organised by the IRU and BSEC-URTA in partnership with national road transport associations, the objectives of the Black Sea Ring Highway Caravan project are:

  • To promote the signature of the MoU on Black Sea Ring Highway to the BSEC people;
  • To collect transport related data en route such as border waiting times, procedures and charges as well as driver visa requirements in the BSEC region;
  • To evaluate the road infrastructure along the official Black Sea Ring Highway routes;
  • To work together with the BSEC for facilitation of road transport and development of road infrastructure in the BSEC region in public-private partnership.
